Prioritization turns the opportunity inventory into a portfolio. Score every RESPECT-cleared use case on ten criteria in a council session, rank, and select two or three pilots — no more, however tempting the list looks.

Score 1–5 per criterion, where 5 favors piloting (low risk and low cost score high). The first pilots should score well on employee value, feasibility, and measurability even if they are not the highest-value opportunities on paper — early wins that employees feel build the trust the harder projects will need.
